England subscription commerce market size: what data shows

There is no official England subscription commerce total. See the UK data, private estimates and limits of a population-based England illustration.

What to take away

  • Findingno official England subscription commerce total is published, so the available official figures cannot show whether England's subscription market is bigger or smaller than an official subscription-market figure.
  • Official proxiesONS communication spending is about £28bn a year UK-wide, while non-store retail was 26.6% of retail in December 2024. Neither isolates subscriptions.
  • Private estimatesBarclaycard put the UK subscription economy at £8.6bn in 2019; Juniper Research forecast £16.8bn by 2028.
  • England illustrationapplying England's 84.5% population share gives £7.3bn–£14.2bn, assuming spend per person matches the UK average. This is not an official England market size.
  • ProvidersNetflix, Spotify, Amazon Prime, HelloFresh and Gousto show where consumer money sits. Adobe and Microsoft 365 show business subscriptions.

What does official data show?

Official UK data has no England subscription commerce total. The ONS measures household spending by category, not by payment model.

A streaming subscription and a DVD purchase can sit in the same line. Companies House has no subscription SIC code, so filings cannot isolate the market.

The closest official anchor is ONS household spending data in Family spending in the UK: financial year ending 2023. In that release, average UK household communication spend was about £19 a week. That is roughly £28bn a year across the UK.

It covers phone and broadband, not subscriptions alone. ONS's Retail sales, Great Britain: December 2024 release shows non-store retailing at 26.6% of total retail. That includes all online retail, not subscriptions alone.

How to estimate an England-only figure

Barclaycard put the UK subscription economy at £8.6bn in 2019. Juniper Research forecast £16.8bn by 2028. These are private estimates, not official totals; they refer to different years and should not be treated as directly comparable measures.

UK subscription market estimates

  • Barclaycard 2019£8.6 bn
  • Juniper 2028£16.8 bn
  • England low£7.3 bn
  • England high£14.2 bn

ONS mid-2023 population estimates put England at 57.7m of the UK's 68.3m people, about 84.5%. Applying that share to the UK estimates gives £8.6bn × 84.5% = £7.3bn and £16.8bn × 84.5% = £14.2bn (rounded). This is only a population-based illustration: it assumes England's spending per person matches the UK average and is not an official England total.

Barclaycard's figure dates from 2019 and Juniper Research's forecast was published before this 2026 article.

Official sources miss B2B software, gyms and service subscriptions.

Which providers illustrate consumer and business subscription spend?

  • Netflixthe UK standard ad-supported plan is £4.99 a month. It is the benchmark for consumer streaming volume.
  • SpotifyPremium Individual is £11.99 a month. It shows how music streaming adds recurring revenue.
  • Amazon Prime£8.99 a month or £95 a year. It bundles delivery and video, so official retail data misses the subscription part.
  • HelloFreshrecipe box subscription, priced per serving with weekly delivery. It sits in food retail but is not counted as a subscription.
  • Goustorecipe box subscription, priced per serving with weekly delivery. It sits in food retail but is not counted as a subscription.
  • Adobe Creative CloudAll Apps is £56.98 a month. It is a business subscription that official consumer data ignores.

Which rules and regulators shape the England market?

UK-level regulation applies in England. The Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 set information and cancellation requirements for many distance contracts. The Digital Markets, Competition and Consumers Act 2024 includes consumer-protection provisions relevant to subscription sales, including unfair commercial practices and subscription contracts. Check the commencement of the subscription-contract provisions and the CMA's guidance on subscription contracts when reviewing a specific offer.

Regulators publish expectations rather than a market total. The GOV.UK collection of regulators professional guidance and tools is the starting point when mapping which body oversees which part of your operation.

Data incidents are the other countable cost. If subscriber records are exposed, the ICO's breach reporting guidance sets out what must be reported and when, so budget for it as a line item.

Does England differ from the rest of the UK?

Consumer protection law applies across the UK. The fairness rules above are not England-specific. Population, household composition and local trading standards capacity differ.

Scotland has its own court system and trading standards arrangements. Northern Ireland has different enforcement structures again. If subscribers sit on both sides of those borders, say so in the compliance plan.

England dominates most operators' customer counts through population alone. That does not make an England-only figure more reliable. An England share of a UK total is the more honest presentation.

How should you present a number to a board?

Give a range, name the sources, and state which assumption moves the answer most. If the assumption about spending per person is the swing factor, put that in the first line.

Separate gross market size from what you can serve. A category total including segments you cannot reach is not your market. The wider England market guide for 2027 covers where demand is shifting and where the boundaries sit.

Date every figure. A 2024 estimate presented in 2026 without a refresh invites the obvious question about what has changed.

Common questions

Is there an official England-only subscription commerce market size?

No.

Which sources should I cite in an internal estimate?

Use ONS household spending, Companies House filings for comparable operators, and the relevant regulator's published guidance. Label every assumption.

Do the same consumer rules apply across the UK?

The core consumer rules described above apply UK-wide, so they are not England-specific. Enforcement and court systems differ in Scotland and Northern Ireland.
