Part of What the 2024 subscription law means for subscription commerce reviews

Subscription commerce best providers explained for England buyers

A buyer-side method for comparing subscription commerce providers, covering inclusion criteria, a decision table and due diligence on consent and VAT.

What to take away

  • No single provider is best for England. Stripe Billing, GoCardless, Recurly, Chargebee, Recharge, Shopify Subscriptions and WooCommerce Subscriptions each win for a different seller.
  • Pick the billing model firsta share of recurring volume, a per-transaction bank debit fee, or a monthly platform tier.
  • Weight must-haves before any demo, then score three to five named vendors on billing fit, consent and data export, VAT handling and exit terms.
  • Budget 24-month total cost. Illustrative entry tiers for the platform vendors sit in the low hundreds of pounds a month, so verify current rates.
  • Plan for ICO consent, UK VAT on recurring charges and cancellation rights under the Consumer Contracts Regulations 2013.

Which providers England buyers should shortlist

All seven sell into England and bill in GBP. Check which entity you sign with, because it fixes your VAT position and your contract remedies.

  • Stripe Billingbilling on top of Stripe card payments, priced as a share of recurring volume.
  • GoCardlessrecurring GBP by Bacs Direct Debit, priced per transaction with a cap.
  • Recurlymid-market plan changes, dunning and revenue reporting, sold as a monthly tier.
  • Chargebeemulti-currency catalogues, tax add-ons and entitlements, sold as a monthly tier.
  • Rechargebuilt for Shopify subscription boxes that ship physical goods.
  • Shopify Subscriptionsincluded with a Shopify plan, quickest for merchants already there.
  • WooCommerce Subscriptionsthe WordPress route, licensed annually, with hosting and support on you.

Before scoring anything, work through the longlist-to-decision sequence in reviews and comparison methods.

Set inclusion criteria before you see a demo

Write each must-have as a testable line, then weight it. Example weights to adapt: billing fit 40, VAT 20, consent 20, commercial terms 20.

  • Must record marketing consent separately from billing data, and export it on request.
  • Must calculate UK VAT at the point of sale, or connect to a tax engine that does.
  • Must treat pause, skip, upgrade, downgrade and refund as lifecycle events.
  • Must publish a written exit process, an export format and a notice period.
  • Must bill in GBP and settle to a UK or EU account.

Lock these lines before you book a demo, because a polished demo reorders priorities nobody weighted.

Inclusion criteria before shortlisting

  • Write must-haves as testable statements
  • Drop any line you cannot test
  • Weight each must-have before demos
  • Agree weights in advance with reviewers
  • Check supported countries and currencies
  • Confirm where records are stored

Compare the shortlist on four criteria

Four groups separate these vendors: billing fit, consent and data handling, VAT mechanics and commercial terms. The table is a filter, not a ranking.

Seven rules behind our subscription commerce review methodology explains how to keep scoring consistent when two reviewers sit through the same demo and score from memory.

Note each provider's default, because defaults become your process.

Example: scoring two named vendors

Using the weights above, Stripe Billing scoring 5 on billing fit, 4 on VAT, 3 on consent and 1 on exit terms gives (5x40)+(4x20)+(3x20)+(1x20) = 360, or 3.6 out of 5.

Recurly scoring 4, 5, 4 and 3 reaches 400, or 4.0 out of 5. The gap sits in exit terms and VAT handling, not in features.

A provider that wins on price and loses on exit terms is a 24-month decision, not a monthly one.

Costs, terms and the exit

Headline fees mislead. A 24-month total adds payment fees, tax tooling, implementation, migration and staff time. Illustratively, a team paying £400 a month for a platform that removes two hours of manual reconciliation a week may spend less overall than one on a £150 plan.

Read the exit clause first: notice period, export format, and who holds stored card details. Drafting subscription commerce commercial contracts without inherited US terms covers notice, auto-renewal and data return in UK wording.

Rules that shape recurring billing in England

Consent sits with you, not the vendor. The ICO guidance on choosing your lawful basis for direct marketing sets out how to record it, so require consent stored apart from billing data and exportable in full.

VAT on recurring charges needs one decision: who calculates it at the point of sale, and what is reported back. GOV.UK's VAT: detailed information collection covers registration, rates and cross-border rules.

The Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 govern the information you must give before taking a recurring charge.

Common questions

Which provider suits a subscription box rather than a SaaS business?

Recharge or Shopify Subscriptions for physical boxes on Shopify, and WooCommerce Subscriptions on WordPress. Multi-currency SaaS sellers usually weigh Stripe Billing, Chargebee and Recurly.

Should I pick the cheapest provider?

No. Compare 24-month totals including payment fees and staff time. A capped Direct Debit provider can beat a platform tier on low-value GBP plans.

What should I check in the contract before signing?

Notice period, export format, who holds stored card details, and whether pricing auto-renews. Ask for the exit process in writing before you sign.
